Eight civil society organizations for the protection and promotion of human rights in the Republic of Croatia gathered in an ad hoc coalition to write a report on the implementation of the Convention Against Torture and Other Cruel, Inhumane or Degrading Treatment or Punishment.

The Coalition was formed for the purpose of writing this report in order to give a comprehensive view of the problems. This coalition has significant experience in joint work in the field of monitoring and reporting on the state of human rights. The draft of the report was coordinated by the Human Rights House Zagreb, one of the seven centres of knowledge for social development. Other members of the coalition were members of the Human Rights House – Zagreb; B.a.B.e. Budi Aktivan, Budi Emancipiran; the Centre for Peace Studies; Documenta – Centre for Dealing with the Past; Civic Committee for Human Rights; Sunrise – Association for Protection and Promotion of Mental Health; the Association of Promotion of Equal Opportunities and the partner organisations Serbian Democratic Forum and the Association for Self-Advocacy with the support of Human Rights House Foundation from Geneva.

The report was drafted for the 53th session of the UN Committee Against Torture (CAT), which focused on Croatia. The report provides an estimate of the status of implementation of the recommendations sent to Croatia regarding torture and other cruel, inhumane or degrading treatment or punishment
